Former Minister of plenipotentiary of St. Martin and previous to this Mathis Voges, had been the acting Lieutenant Governor. Voges also held the position of President of the Board of Directors of the University of St. Martin.
Mathias Voges was born in St. Martin, but left for Curacao with his family when he was young. Voges taught geography and biology in secondary schools in the Netherlands, Aruba and Curacao, for ten years from 1971.
In 1981, he was the Principal of the MAVO department of the Milton Peters College. This was the largest high school in St. Martin at the time. He became the General Director in 1983 until 1987. Voges then became the superintendent of the Catholic Schools in the Windward Islands.
Instrumental in establishing the first English-language catholic schools in Cul-de-Sac in St. Martin, Voges worked to bring education to as many as possible.
